Sogd: Holding a training seminar on "Combating human trafficking"

The Republic of Tajikistan, as a member of the international community, attaches paramount importance to human rights and freedoms and recognizes the highest value of human rights in accordance with constitutional norms. In this process, in order to prevent any form of violation of human rights and freedoms in the Republic, the relevant State bodies carry out effective activities to protect and respect human rights. 
The Interdepartmental Commission on Combating Human Trafficking is the competent body, which, in accordance with the decree of the Government of the Republic of Tajikistan dated March 2, 2023, is entrusted to the Ministry of Internal Affairs. 
Starting from the first decade of February this year, at the initiative of the head of the Interdepartmental Commission for Combating Human Trafficking, First Deputy Minister of Internal Affairs of the Republic of Tajikistan, Lieutenant General of Militia Alamshozoda Abdurakhmon Alamsho, training seminars on "Combating human trafficking" are organized and conducted in the republic with the involvement of legal scholars, experts and representatives of international organizations in order to Government agencies could be successful in preventing and countering crimes related to human trafficking. 
At the first stage, similar training seminars were organized for judges, which have so far been conducted with the participation of judges of the Supreme Court of the Republic of Tajikistan, the city of Dushanbe and its four districts, city and district judges of the Bokhtar and Kulyab zones of the Khatlon region. 
Another training event was held on February 18-19, 2025 in the city of Khujand in the conference hall of the Department of the Ministry of Internal Affairs of the Sughd region for judges of the courts of the Sughd region and 18 cities and districts of the region. The training seminar was attended by representatives of the International Organization for Migration, public organizations, legal scholars from the Academy of the Ministry of Internal Affairs, the Tajik National University and current employees of the Department for Combating Organized Crime of the Ministry of Internal Affairs. 
The main purpose of this event is considered to be strengthening judicial practice in the consideration of criminal cases related to human trafficking and ensuring justice for victims of human trafficking using legislation, international acts, resolutions of the Plenum of the Supreme Court of the Republic of Tajikistan and investigative practice. 
It should be noted that nowadays human trafficking manifests itself in such forms and types as forced labor, sexual exploitation, economic exploitation, forced services, and the object of such crimes is a person's personal freedom. Through threats, violence, oppression, exploitation or deception, a person becomes the object of trade and transactions, which violates his rights and freedoms. 
At the global level, these types of crimes are recognized as acts of grave and especially grave nature. Because as violators of human rights and freedoms and the socio-economic stability of society, they can influence the political system of the state. In this regard, measures will be taken inside and outside the country to reduce and prevent this type of crime.
During the seminar, scientists and experts made scientific and analytical reports. Issues such as countering human trafficking in the context of international acts, introduction to human trafficking, identification of victims of human trafficking, victimological factors in preventing crimes related to human trafficking, principles of communication with victims and irresponsibility of victims of human trafficking, and features of international cooperation in combating human trafficking were considered and studied.
It is worth noting that the planned topic, namely "Countering human trafficking", was comprehensively analyzed and discussed from the point of view of legislative theory, operational investigative activities, investigative practice and judicial proceedings. Participants asked the speakers questions and received specific legally justified answers depending on the problems they encountered in practice.  
In addition, the opinions of the participants on the topic under discussion were heard and several proposals were presented to the scientists who participated in the seminar to study changes in the current legislation.
