Gul Makhbuba Talbi - militia colonel, was born on December 6, a Tajik by nationality. She graduated from the Tajik National University with a degree in philology and journalism, as well as the Academy of the Ministry of Internal Affairs Republic of Tajikistan with a degree in law.

Service in the internal affairs bodies: since September 1, 2001.
During her career she worked in various positions. Including, assistant chairman of the Operational Headquarters of the Duty Unit of the Organizational and Inspection Department of the MIA, journalist-correspondent of the Press Center of the Organizational and Inspection Department of the MIA,  lawyer-senior adviser of the Migration Service of the Ministry of Internal Affairs, main inspector of the International Cooperation Department of the Ministry of Internal Affairs, head of the department for working with the website of the Ministry of Internal Affairs of the Office of the Minister of Internal Affairs, head of the Department of the official website of the Ministry of Internal Affairs under the Executive Office of the Minister of Internal Affairs, where she currently works.
During her career, militia colonel Gul Mahbuba prepared and authorized dozens of articles and reports, books and magazines, documentaries on the activities of employees of internal affairs bodies in the fight against crime and the prevention of offenses.
In addition, she regularly publishes articles and materials on the implementation of the wise and far-sighted policy of the Founder of Peace and National Unity - the Leader of the Nation, the President of the Republic of Tajikistan, respected Emomali Rahmon, improving culture and spirituality, military-patriotic education of the younger generation through social networks. Her materials on the activities of the militia and the role of the MIA in ensuring peace and stability are regularly published in Internet networks, newspapers and a weekly.
