Background:
In 2008, the Government of the Republic of Tajikistan decided to launch a comprehensive police reform for the benefit of the people of Tajikistan. The OSCE Programme Office in Dushanbe (hereinafter referred to as “Office”) was requested by the Ministry of Internal Affairs of the Republic of Tajikistan (hereinafter referred to as “MIA”) to facilitate the reforming process through provision of consultative assistance on the basis of its cross-dimensional approach to security.
As a follow-up to the request, the Office employed an OSCE Needs Assessment Mission to conduct a scrutinized research of the MIA’s status quo on policing and needs to be fulfilled for its improvement. The Needs Assessment Mission was carried out by OSCE officials mainly originating from the OSCE Secretariat. Upon completion of the needs assessment, the parties (OSCE respectively MIA) agreed on signing the Memorandum of Understanding in 2011 (hereinafter referred to as “MoU”) between the Government of the Republic of Tajikistan and the OSCE on police reform issues, and developing the Police Reform Strategy.
The MoU serves as a legal framework which clarifies the tasks and responsibilities for each party. One of the key responsibilities of the Office was to provide advisory and consultative assistance to the MIA and engaging Civil Society Assistance Group in the development of the police reform strategy. The fundamental findings of the needs assessment served as a key reference in developing the Police Reform Strategy and were reflected in its first draft by an OSCE international expert. Further, the Strategy was initially reviewed and revised by the Civil Society Advisory Group and the members of the Police Reform Steering Group, as well as by relevant Working Group members, comprised of various representatives of law enforcement, civil society and Human Rights activists and other governmental bodies. The Police Reform Strategy was adopted in 2013 by Decree of the President of Tajikistan, and will serve as a road map in outlining the strategic state policies in furthering a community-based police development throughout 2013-2020. The implementation modalities of the Strategy are outlined both in the Police Reform Program and Action Plan for 2014-2020, which were developed by MIA and adopted by the Government of Tajikistan.
Brief description:
The Office will recruit 1 international (based in Dushanbe) and up to 3 national experts for the period from 3 to 6 months to conduct assessment on first hand needs and current priorities in implementation of Police Reform and provide recommendations. In addition to this hired experts will be responsible for practical assistance in drafting project proposals as well as for guiding MIA officers on the same subject.
Objective:
The assignment aims at building capacity of MIA’s relevant departments to draft project proposals related to Police Reform issues and enabling fundraising towards implementation of the Police Reform, Police Reform Programme and Action plan with identification of challenges and obstacles, priorities and areas for improvement in the context of the police reform implementation, as well as lessons learnt.
Tasks and Responsibilities:
Working closely with the National Coordinator on Police Reform in MIA, National Liaison Officer, the International and local experts will report to the POiD Advisor on Counter Terrorism and Police Issues, National Police Assistance Officer, and be responsible for the following:
• Get insight of Police Reform Strategy, Police Reform Programme and it’s Action plan;
• Be deployed in MIA headquarters five days in a week from 08:00 am to 17:00 pm and get in contact with relevant departments and MIA Officials to discuss issues related to Police Reform;
• Conduct assessment on first hand needs and current priorities in implementation of Police Reform and recommendations;
• Review and analyse the national legislation and legal framework, related to the police reform;
• In coordination with the Office of the National Coordinator on Police Reform Issues within MIA develop a working schedule and relevant questions;
• Field visits to regions in Tajikistan (if necessary);
• Based on the findings, develop and deliver final project proposals in each area of development within Police Reform addressing PR Programme and Action Plan implementation;
• Share theoretical and practical knowledge and guide assigned MIA officers on developing and writing project proposals.
Expected Output/Deliverable:
• Provide up to ten project proposals in each area of development within Police Reform addressing Police Reform Programme and Action Plan implementation.
Qualifications:
• University degree in project management, business administration preferably combined with experience in security and/or military services, or equivalent education and minimum 5 years of relevant experience;
• Strong programme design skills, including capacity to prepare logical, coherent, and consistent documents including budgets;
• Capacity to work in a multi-sector team including coordinating technical input into the proposal;
• Prior demonstrated experience developing proposals for international donors;
• Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organisations, and technical experts from multiple sectors;
• Knowledge of police reform activities in Tajikistan and relevant national legislation is a distinct advantage;
• Demonstrates ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
• Flexibility and ability to work under pressure and with limited time frames;
• Professional fluency in the Tajik and Russian languages, working knowledge of English is desirable;
• Ability to operate Microsoft Office applications, including MS Word and Excel processing and e-mail.
Remuneration Package:
The consultant will be remunerated commensurate with consultant’s experience and qualifications in accordance with OSCE established rates. Applicants should indicate whether they wish to be included in the OSCE Roster of Consultants for similar assignments.
